Hindu-Sikh Minorities in Pakistan: The Vanishing Communities

I was inspired to write this essay by a Pakistani journalist friend. Later, during a lecture tour in South East Asian countries, where Indian and Chinese origin minorities are also discriminated I noticed that the minorities are palpably anguished. The latest incidents of organized attacks by Bengali Muslims on hill dwelling Chakma tribals in Khagrachari areas firmed up my decision to chronicle a preliminary account of the conditions of the non-Muslim minorities in Pakistan. I had earlier written a piece on the plight of the Pakistani Christians. I have not touched upon the plight of the Shia and Ahmadiya (non-Muslim) communities in Pakistan, which require international attention. Not a single Indian Muslim religious seminary has so far condemned Pakistan for inhuman treatment of the Shia and Ahmadiya communities.

I am indebted to a member of the Pakistan Human Rights Commission and several young Pakistani writers who have boldly portrayed the pitiable condition of the minorities in Pakistan. Their voices are drowned in wilderness. The normal civil society members are also ashamed of these developments. However, I do not want to name them fearing visitations by the ISI goons.

Jinnah had said in his speech to the new nation created, called Pakistan, on August 17, 1947 to assure that his fiefdom, for which he fought relentlessly and even organized the Great Direct Action Pogrom of Calcutta in August 1946, to assure the national minorities, after 3 millions were killed in communal riots and several million escaped to the safety of Hindustan: “You are free; free to go to your temples, you are free to go to your mosques, or to any other place of worship in the State of Pakistan. You may belong to any religion or caste or creed-that has nothing to do with the business of the State…We are starting with this fundamental principles that we are all citizens and equal citizens of our State.”

People conversant with Jinnah’s rise as a rabid communal Muslim leader (Jaswant Singh’s white washing aside) know that Jinnah Kathiawadi lived by deceit and died in neglect (recall his Quetta visit, breakdown of his car on way to Karachi and apathetic attitude of the people in power). He was not even a practicing Muslim (a Shia), but pleaded fanatic Muslim causes. He never tried to rescue Muslim politics from the clutches of the maulanas. He was the person who boycotted the 1937 interim governments in the Central Legislative Assembly and Congress led provinces. He fabricated or organized the fabrication of charges against Congress’ ruthless suppression of the Muslims. One after another memorandum was submitted to the Governor General; all bundles of lies. The grand finale of Jinnah’s bunches of lies and prevarication included Calcutta pogrom in collaboration with Suhrawardy government, deceitful refusal to sign the Mountbatten Plan for partition, backing out from original agreement that Mountbatten would be the common Governor General for India and Pakistan and finally throwing a grand inaugural lunch on 16th August, a day of Ramadan (later shifted to dinner).

With such track record of prevarication, fabrication and falsehood Jinnah’s 17th August 1947 speech assuring the minority was then and even now treated as crocodile’s tears. If he were a democrat he would have not chosen the machetes to kill. He could not stop killing of the Hindu and other minorities in Pakistan even after he assumed the gaddi of the Governor General in true Hollywood style. Since Jinnah the Hindu minorities have continued to suffer in Pakistan and now they have become an endangered community. For which Pakistan Jinnah had struggled? His idea of Pakistan was limited to the vision of Dr. Iqbal-whole of Punjab, Sind, Balochistan, NWFP, FATA areas and Kashmir. He had no plan for Bengal and Assam and other Muslim majority areas in India. Later the Bangistan theory of Chaudhry Rahmat Ali propelled the Pakistan protagonists to amalgamate Bengal and Assam and create the eastern wing of Pakistan.

However, it must be said to the credit of Jinnah that in the absence of Dr. Iqbal and any other Muslim poet he could trust, he had commissioned a Hindu to write the original national anthem of Pakistan. India and Pakistan have another anomalous situation in common. Iqbal, the progenitor of Pakistan, had composed the national song Sare Jahan se Accha—. It is still used as one of the national songs. Jinnah, on the other hand had summoned Jagannath Azad, son of Lahore-based poet Tilok Chand Mahroom, just three days before the creation of Pakistan, to write the country’s first national anthem. It had stirred up a debate in that country. It is claimed that Jinnah sowed the seed of secularism by inviting Jagannath Azad to write the national anthem. However, Pakistan’s first national anthem composed by a Hindu was discarded by Pakistan in 1950. What a great disrespect to the father of the nation! Some leading Pakistani thinkers correctly said that Pakistan exists on the venom of anti-Hindu elixir.

At the time of Partition in 1947, the Hindu population of Pakistan was estimated at approximately a quarter of the total population. For example, the population of Karachi, Pakistan in 1947 was 450,000, of which 51% was Hindu, and 42% was Muslim. By 1951, Karachi’s population had increased to 1.137 million because of the influx of 600,000 Muslim refugees from India. In 1951, the Muslim population of Karachi was 96% and the Hindu population was 2%. In 1998, the Hindu population in all of Pakistan was 1.6%, and the most recent census would certainly be expected to demonstrate consistent dwindling demographic trends and further diminution of Hindu population.

Pakistan Taliban kidnap, behead two Sikhs

Two Sikhs who were kidnapped over a month back have been beheaded by the Pakistani Taliban in the country’s restive tribal belt.

Some more members of the minority community are still in the custody of the (^ Pic. from JIhad News ^) rebels.

The body of Jaspal Singh was found in the Khyber tribal region, located a short distance from Peshawar, while the body of Mahal Singh was found in the Aurakzai Agency, sources told PTI on Sunday.

Sources said the Sikhs were kidnapped from the Bara area of Khyber Agency by the Tehrik-e-Taliban Pakistan. They were kidnapped 34 days ago and the Taliban had demanded Rs 30 million as ransom. Two of the Sikhs were beheaded after the expiry of the deadline for the ransom payment, sources said.

Militants in Orakzai and Tirah Valley have been charging the non-Muslim residents Jazai or Islamic Tax on the pretext of providing security to them and their business in the area.

A large number of Sikhs have migrated from Orakzai after being threatened by Hakimullah Mehsud led militants.

The kidnapping occurred in an area where there the government has virtually no control and the militants are in a dominant position, sources said.

And Islamic intolerance in Pakistan has already finished the Hindu-Sikh minorities in the country strangling  their number in 1.86% from a sizeable number of 16% of Hindu-Sikh community even in 1950.

Minority affairs’ minister sees blasphemy law revision this year

WASHINGTON: Pakistan plans within this year to revise its laws against blasphemy, which have long been criticised as a way to abuse minorities, a government minister said.

Shahbaz Bhatti, minister for minority affairs, said religious reconciliation was a little-noticed priority for President Asif Ali Zardari’s civilian government in Pakistan, which lies on the frontline of the US-led war against extremism.

Bhatti, a long-time Roman Catholic activist whose position was given full cabinet status for the first time, said he was speaking with political parties to present revisions to the blasphemy law by the end of 2010.

“This is a democratic government which has a commitment to repeal all the discriminatory laws affecting the rights of minorities,” Bhatti told AFP in an interview in Washington.

“We are using military action to fight terrorism and we are using economic opportunities, but another thing which is important is that we are pursuing interfaith harmony,” he said.

Bhatti said that while he did not envision an immediate repeal of blasphemy laws, the revision would require judges to investigate cases before they are registered — creating oversight of the police, who are often accused of abuse.

The revised law would also assign punishment equivalent to that under the blasphemy laws for anyone who makes a false complaint, he said.

Bhatti was in Washington to attend the National Prayer Breakfast, an annual Christian-organised gathering drawing national leaders. He also met with US lawmakers, the US Commission on International Religious Freedom and Richard Holbrooke, the US special envoy to Afghanistan and Pakistan.

Pakistan’s law against blaspheming Islam carries the death penalty. While no one has ever been sent to the gallows for the crime, activists say the law is used to exploit others out of personal enmity or business disputes.

In June last year, blasphemy allegations led to mob violence against Christians in Punjab that caused hundreds to flee, according to the US State Department’s annual report on religious freedom around the world.

The report said there was particular discrimination against the Ahmadiya community, which Pakistan considers non-Muslim as adherents do not believe Mohammed was the last prophet.

In another incident in September, a 25-year-old Christian jailed on blasphemy allegations died in prison. Activists suspected he was tortured, but authorities said he committed suicide.

Pakistan, founded in 1947 as a Muslim homeland during the bloody partition of British India, is overwhelmingly Muslim. Religious minorities however form some five per cent of the population, according to government figures.

Among Muslims, strong tensions also persist between the majority Sunni and the minority Shia sects. Bombings on Friday killed 33 people in Karachi, including an attack near a bus carrying people to a Shia procession.

In UN bodies, Pakistan has butted heads with Western democracies by sponsoring resolutions on fighting “religious defamation.”

But Bhatti vowed to make progress at home.

In December, the government launched a drive to set up more than 120 “district interfaith harmony committees” around Pakistan to help resolve conflicts surrounded minorities.

Bhatti said he has personally visited religious communities around the country including more than 30 madrassas, or Islamic schools, to encourage tolerance.

While he said he met a positive reception, Bhatti was under no illusions about his safety, saying he has faced death threats.

“When I started this struggle I said that I would not compromise on the principle of religious freedom and human equality,” he said.

“These principles are the nucleus of my life. I will live for them and I will die for them.”

#Alertpak# says : From the above it is difficult to know the peril in which the Hindu minorities are dying day by day without any notice of anybody. The political rulers of Pakistan, administrative authorities, police, judiciary, human rights watch –  nobody care for this unwanted race in Pakistan. The downfall of  16% Hindus in 1947 in  the lowest of 1.86% now a days speaks only a ghastly ethnic cleansing and unbearable persecution upon the Hindu minority in Pakistan by the majority Muslims. The Hindu race in Pakistan will be fossilized in some next years. The questioned “blasphemy law revision” may save the minority Christian in Pakistan as they have strong organisation of their own with an international support of the global Christian community. But there is no international Hindu community to spare a single word or give a support in favour of the dying Hindu race in Pakistan. The so-called Hindu leaders of India are interested in bogus Rama temple in Ayodhya, but they are not interested to save the followers of Rama in Pakistan. And some paper organisation of Hindus under different signboards in Pakistan wait for some Govt recognitions or grants for personal benefit. What a tragedy of Pakistani Hindu Minorities for ever.

In the past four years, some 5,000 Hindus may have crossed over from Pakistan, never to return. It has not been easy abandoning their homes, sometimes even their families, but they say they had no choice: they had to flee the Taliban.

It started as a trickle in 2006, the year the Thar Express was flagged off. The weekly train starts from Karachi, enters India at Munabao, a border town in Barmer, and runs up to Jodhpur. In the first year, 392 Hindus crossed over. This grew to 880 in 2007. The next year, the number was 1,240, and this year, till August, over 1,000 have crossed over. They just keep extending their visas and hope to become Indian citizens.



Incidentally, these are official figures. Sources say there are many more who cross over and melt in the local milieu. And officials have a soft corner for these people, most of whom have harrowing stories to tell.

Ranaram, who used to live in the Rahimyar district of Pakistan’s Punjab, says he fell prey to the Taliban. His wife was kidnapped, raped and forcibly converted to Islam. His two daughters were also forcibly converted. Ranaram, too, had to accept Islam for fear of his life. He thought it best to flee with his two daughters; his wife was untraceable.

Dungaram, another migrant, says atrocities against Hindus in Pakistan have increased in the past two years after the ouster of Musharraf. “We won’t get permanent jobs unless we convert to Islam.”Hindu Singh Sodha, president of Seemant Lok Sangathan, a group working for the refugees in Barmer and Jaisalmer, says there’s unfortunately no proper refugee policy in India even though people from Pakistan reach here in large numbers.

He said in 2004-05, over 135 families were given Indian citizenship but the rest are still living illegally in the country and are often tortured by police because they don’t have proper citizenship certificates. “In December 2008, over 200 Hindus were converted to Islam in Mirpur Khas town of Pakistan. But there are several others who want to stick to their religion but there’s no safety for them in Pakistan.”

Immigration officer at Munabao railway station, Hetudan Charan, says the arrival of Hindu migrants had suddenly increased as over 15 to 16 families were reaching India every week. “None of them admit they are to settle here but seeing their baggage, we easily understand,’’ he said.

Ravi Kumar, who was Barmer collector till his transfer two days back, said the government in 2007 had given permanent citizenship to a few Pakistani immigrants.

Jaipur: Each time the Thar Express from Pakistan chugs into the Jodhpur railway station many like Ranaram get off – relieved and hoping to never go back. Ranaram managed to rescue his two daughters from being kidnapped, sexually assaulted and forced conversion at the hands of militant outfits, some as sinister as the Taliban.

“We don’t want to go back there. We want to stay here,” says he.

And Ranaram is not alone. In spite of Pakistan’s publicised offensive, the Taliban’s atrocities span the Swat valley as well as Punjab and Sindh, which are home to a large population of religius minorities. At least 1,000 such men and women have crossed over in the past year. Many of them are living in Jodhpur and the villages surrounding it. Their fear is palpable.

Pakistani immigrant, Prem Singh says, “We couldn’t have lived in those circumstances any longer. Our lives and our children were under threat so we have come here with our children.”

The border activists feel the Government can no longer afford to look the other way, but until the Government takes up the issue, the problem will only intensify.

The Hindu community in Pakistan, already reduced to an insignificant minority, is further dwindling. What happened to the Hindus there soon after Partition is continuing even now.
Unable to stand-up to the harassment by Muslim fanatics, more than 6,000 Pakistani Hindus have migrated to India in the recent past. Incessant pressure to convert to Islam and social alienation are driving the scattered Hindus to crossover to India. Lashkar Das, one of the Hindu migrants now settled in Haryana, echoes the feelings of many Hindus in Pakistan when he says: “I was constantly under pressure to convert to Islam. Some families budged and capitulated, but those who did not became targets for fanatics.” Another Hindu migrant says: “Local residents call us Hindu kafirs. Our children are discriminated against in schools and forced to read namaz.”
Kafirs! Interestingly, this epithet was used by one of the Pakistani terrorists who took part in the Mumbai massacre in November last. The heavily armed terrorist, on seeing a local resident, called the latter a “Kafir”. This supports the Hindu migrants’ contention that some Muslims in Pakistan call the Hindu neighbours as Kafirs.
No wonder Pakistan is now denuded of the once vibrant Hindu community. How did this happen? A note that the Indian government sent to Pakistan in December 1949 throws some light on the eviction, covert and overt, of Hindus from Pakistan. The note charged the Pakistan government with launching a drive against the remaining Hindus in Sindh. In the interior of Sindh, the note said, conditions were reported to be much worse. Owing to ceaseless “official’ harassment, Hindus were forced to embrace Islam.
Substitute ‘no-official’ for ‘official’ and you will get an idea of why the small Hindu minority in Pakistan is further dwindling. No less a Pakistani leader than the recently assassinated Benazir Bhutto said, in June 2006, that served Hindu families in Larkhana in Sind had been threatened with dire consequences if they did not dissociate themselves from her Pakistan People’s Party. She cited cases in which one Hindu was killed by unidentified assailants in Larkhana and another youth, a son of a noted Hindu family of Warand Mal was shot and wounded.
In February, 2008, Hindus in two districts of Pakistan’s Balochistan province warned that the minority community would boycott the upcoming general elections if the authorities failed to trace three kidnapped Hindu traders, even as armed men abducted another business man’s son. Forced conversions to Islam, which began in the wake of Partition, continue unabated in Pakistan. In March 2007, as many as 79 Pakistani Hindus from the Bhaeel community were converted to Islam near Khapro. The converts included 28 men, 25 women and 34 children. The elderly Bhaeels reportedly told an online news agency that they had embraced Islam after being inspired by the teachings of Islam.
All this ties in with what happened recently in the Swat Valley. It looks as though the Hindus in Pakistan, who now number 20 lakh, are in for further truncation in future. This suspicion was confirmed by the Human Rights Commission of Pakistan in its annual report for 2006. It says that the state promoted violence by failing to act against those attacking non-Muslims or their properties and their place of worship. The report also lists several cases of forced conversion to Islam, especially of Hindu women.
In September 2005, minority members of the Pakistan National Assembly said that Hindus were being hounded and humiliated to force them to leave Pakistan . They were taking part in a discussion on a call-attention motion on the abduction of a Hindu girl in Sindh and was latter converted to Islam. One member, Krishan Bheel, said many Hindu men were being kidnapped for ransom in Sindh. These incidents were engineered to force Hindus to leave Pakistan where they have been living for the past 5,000 years.
At the time of 1947 Partition, those belonging to Indian religions constituted about 20 per cent of the population in West Pakistan and 34 per cent in East Pakistan. The percentages have now dropped to a little less than two in Pakistan and to about ten in Bangladesh (erstwhile East Pakistan).
All this is in sharp and disturbing contrast to the religious demography in India. The Muslim population in India grew by 1.3 per cent while the Hindu population declined by 1.5 per cent during 1991-2001. The Muslims, comprised 13.4 per cent while the Hindus formed 80.5 per cent with the total population standing at 1.02 billion in the 2001 census.
The policy of the successive Pakistan regimes of turning a blind eye to the harassment and eviction of the remaining Hindu families in places like Sindh has resulted in the continual thinning of the Hindu minority. And this has given rise to Hindu fundamentalism in India. Fundamentalism is something alien to Hinduism, but the injustices heaped on the diminishing Hindu population by Islamic extremists has touched off a wave of resentment in the majority community in India.
There will be meaningful democracy in Pakistan only if its rulers strive to realise Jinnah’s ideal of secularism. It is now universally established that secularism is the bedrock of democracy.

All this is in sharp and disturbing contrast to the religious demography in India. The Muslim population in India grew by 1.3 per cent while the Hindu population declined by 1.5 per cent during 1991-2001. The  Muslims, comprised 13.4 per cent while the Hindus formed 80.5 per cent with the total population standing at 1.02 billion in the 2001 census.

The policy of the successive Pakistan regimes of turning a blind eye to the harassment and eviction of the remaining Hindu families in places like Sindh has resulted in the continual thinning of the Hindu minority. And this has given rise to Hindu fundamentalism in India. Fundamentalism is something alien to Hinduism, but the injustices heaped on the diminishing Hindu population by Islamic extremists has touched off a wave of resentment in the majority community in India.

There will be meaningful democracy in Pakistan only if its rulers strive to realise Jinnah’s ideal of secularism. It is now universally established that secularism is the bedrock of democracy.

Islamabad: In May, dozens of Sikhs living in the Orakzai agency were forced to move out after the Taliban demanded Rs50 million as jazia, or security tax, from them. Locals said the families were impoverished and left the area to avoid any Taliban action.

Less than a month later, the tax net has spread wider, to the Khyber agency tribal area. The Sikhs, Hindus, and Christians there have been told by the Taliban-backed Lashkar-e-Islam (LeI) to pay jazia in exchange for ensuring their security in the area.

Having already imposed the security tax on non-Muslims in the Orakzai agency in the tribal belt on the Afghanistan border, the Taliban forces in this area have empowered the LeI to charge the tax on their behalf, Khyber agency sources said.

The LeI commander has publicly announced that Sikhs and Hindus will be free to live anywhere in the area after paying this protection tax.

Reports suggest that most of the minority community members in the region have agreed to pay the tax instead of leaving the area, having lived there for decades.

Sources said several jirgas (meetings of elders) were held to settle the issue. One such meeting held last week, attended by the leaders and elders of the Sikh, Hindu, and Christian communities at Tirah Valley, resulted in the decision to pay up rather than move out.

Women, children, and handicapped persons have been exempted from paying the tax, which amounts to Rs1,000 per head annually.

The LeI militants have already started collecting jazia in Bara, Chora, Karamna, Bazaar Zakhakhel, and Tirah Valley of Khyber agency. Those refusing to pay, or not in a position to pay, are being forced to leave.

Amritsar, Punjab: Taliban’s treatment of Sikhs in Pakistan’s tribal areas is illegal and barbaric, said Indian Muslim leaders.

On seeing reports about Sikh families in Pakistan being driven out of their homes and being subjected to Jaziya and other such impositions, the religious, political and community leaders of the Indian Muslims in a joint statement issued here Sunday said: “The imposition of the so-called Jizya is nothing more than extortion by an armed and lawless gang which does not constitute a sovereign government or state or even an organ thereof.”

The Indian Muslim leaders said, “We regard this as an act of injustice incompatible with the letter and spirit of Islam and the international covenants accepted by all Muslim states.”

They demanded that the Pakistani authorities must take earliest steps to retrieve the extorted sums and pay them back to their affected non-Muslim citizens and facilitate their peaceful return to their homes and properties in their traditional homelands and give them all due protection.

Sikhs of Orakzai

It was extremely distressing to read about the horrendous predicament of the Orakzai Sikhs in your editorial titled “The Sikhs of Orakzai” (May 3). In any bad year, the Orakzais would put dozens of women and girls to death just for the sin of wanting to marry a man of their own choice; all in the name of honour. Here is a situation faced by Kalyan Singh and others, settled in the Orakzai tribal belt for as long as one remembers, and the collective tribal conscious does not move to help these poor souls just because one suicide bomber in a jirga has brought down their swagger to a whimper.

O people of Orakzai tribe, where is your Pakhtunwali, one may ask. Or was it all mere sloganeering only to change the name of the province? Get up, and have those blighted Sikhs and their families released from the clutches of these barbarians and shameless lot called the Taliban, whatever it takes. You know better there is no glory in your folklore for such cowardly acts by a few. Are you listening, the former governor of NWFP from Orakzai tribe?

May 10: Scores of Sikh and Hindu families who have been rendered homeless by the Taliban in Pakistan’s Swat territory want Indian visas to seek shelter with relatives living in Amritsar.

Essentially tradesmen, Sikh and Hindu families in Amritsar, Pakistan’s frontier provinces and further westwards in Afghanistan, have sustained mutual links despite being divided by political boundaries. The age-old trading in dry and fresh fruits, woollens and green tea has also helped keep these relations strong.

“We moved here from Peshawar during the tabaadla (exchange) of 1956. But many of our people stayed back in Pakistan and they have now landed in great trouble,” said Mr Anant Ram, a Sehajdhari Sikh who works at the local gurdwara at the Peshauri Mohalla in Amritsar.

The old Peshawar families of Amritsar say they are appalled at the persecution of their brethren, many of them blood relatives, in Pakistan. “I have many relatives who are suffering over there. The Pakistan government is doing nothing to help and they have been calling every day saying they fear even more persecution. My people have lost everything but the clothes they are wearing. There is simply no sense of security even though they have moved out of Swat,” said Mahant Lal Pishauri.

“These people are desperate to move out of Pakistan. Their homes were razed to the ground by Taliban and they can expect nothing from the government there. They are ready to come to Amritsar but say Indian visas are not easy to come by under the present circumstances,” said Mr Anant Ram who, like the others, is looking forward to host his Swat relatives.
